Current regulation · Decree 3249
On 31 January 2026 the state gazette (Boletín Oficial del Gobierno del Estado) published Decree No. 3249, which amends the second paragraph and adds the third, fourth and fifth paragraphs of Article 23 of the Ley de Tránsito Terrestre del Estado y Municipios de Baja California Sur. It took effect the day after publication. This is the rule that governs automotive tint in La Paz, Los Cabos and the rest of BCS.
Darkening the front windshield by any means is prohibited. The only exception is a strip no wider than 25 centimetres across the top of the glass.
Article 23 sets 20% visible light transmission (VLT) as the reference figure. Our practical rule: do not go darker than 20% VLT on side windows or the rear window.
On side and rear glass the grade may exceed 20% VLT for medical reasons, certified by a specialist. Drivers with skin conditions or illnesses aggravated by sun exposure are also issued an official decal for the vehicle.
The law requires authorities to use authorised, certified instruments to measure the installed film. The meter reads glass plus film together, so factory-tinted privacy glass already lowers the number before any film goes on.
Tint installed by the vehicle manufacturer is respected, provided it meets the same parameters.
Local coverage has read Article 23 both ways: as a minimum amount of light that must pass through, and as a maximum. The fourth paragraph, which allows a grade “mayor de veinte por ciento” only for documented medical reasons, points to the second reading. Until the authority publishes an enforcement criterion, 20% VLT exactly is the one value that complies under either interpretation, which is why we specify it for side and rear glass. Anything lighter than 20% is not what roadside checks are looking for; anything darker is where the risk sits.
Informational summary, not legal advice. Check the current text of Article 23 and your municipal traffic office’s criteria before deciding.

Frequently asked questions
Decree No. 3249, published in the state gazette on 31 January 2026, amended Article 23 of the Ley de Tránsito Terrestre del Estado y Municipios de Baja California Sur. It prohibits darkening the windshield except for a 25 cm strip at the top, sets 20% visible light transmission as the reference figure for the remaining windows, allows a different grade on side and rear glass for certified medical reasons, and requires authorities to measure installed film with authorised, certified instruments.
The figure written into Article 23 is 20% visible light transmission (VLT) on glass other than the windshield. The wording has been read both as a floor and as a ceiling, so 20% VLT exactly is the only grade that complies under either reading, and that is what we install on side and rear glass unless a customer has a medical certificate.
No. Article 23 prohibits darkening the front windshield by any means. The single exception is a strip of at most 25 centimetres across the top of the windshield, which is where a sun visor band is normally installed.
The law obliges them to use authorised and certified instruments to measure the grade of the installed film. Those meters read the glass and the film as one assembly, so a vehicle that left the factory with privacy glass will measure darker than the film’s own rating suggests.
Yes. On side and rear windows the grade may exceed 20% VLT when required for medical reasons, supported by a certificate from a specialist. Drivers with skin conditions or illnesses aggravated by sun exposure are issued an official decal for the vehicle.
We quote per project rather than publishing a price list, because the number moves with the square metres of glass, the 3M™ series, the glass type, the number of panes and access on site. A fixed-pane picture window and a curved yacht windscreen are not the same job. Pick a film in the finder or send us the dimensions on WhatsApp and you get an exact figure within 24 hours.
Total glazed area first, then the series: Crystalline and other multilayer optical films cost more per square metre than dyed or standard sun control films, and safety films are priced on thickness. After that it is glass type (dual-pane, tempered, low-E), pane count and how hard the glass is to reach.
A car is typically half a day. A house depends on the number of panes. Most residential jobs run one to two days, and we confirm the window after the site survey. Larger commercial and yacht projects are scheduled in phases so you keep using the space.
Sun control film prioritises heat and UV rejection. Safety film is thicker and holds glass together under impact, hurricanes or break-in attempts. Combined sun control and safety series do both, which is what most beachfront properties in BCS end up specifying.
They are separate things. Darkness is visible light transmission; heat rejection is measured as Total Solar Energy Rejected and infrared rejection. 3M™ Crystalline is nearly clear and still rejects up to 97% of infrared heat, which is why a light film can outperform a dark one.
Visible light transmission, the percentage of visible light that passes through the glass. Lower VLT is a darker film. It is the figure both the film specification and the BCS regulation are written in.
Metallised films can. The 3M™ Crystalline and Color Stable automotive series are non-metallised and do not interfere with mobile, GPS, satellite radio or toll transponders.
Yes, with the right specification. The wrong film on an insulated or tempered unit can cause thermal stress, so we match the film to the glass type during the site survey and stay inside 3M’s glazing guidelines, which is also what keeps the warranty intact.
3M™ films installed by a certified installer carry a manufacturer warranty against bubbling, discolouration and peeling, and are built for many years in the Baja climate. The warranty is tied to certified installation, which is why the paperwork matters as much as the film.
Leave automotive windows up for three to five days while the adhesive cures, and expect slight haze or small water pockets during that time. They clear on their own. Afterwards, clean with a soft cloth and a non-ammonia cleaner.
Yes. Marine work is a large part of what we do in La Paz and Los Cabos, covering saloon and flybridge glass, curved windscreens and teak-protecting UV specifications. We survey at the dock and work around your charter schedule.
We are based in La Paz and install on-site in Cabo San Lucas, San José del Cabo, Todos Santos, El Pescadero, Cerritos, La Ventana, El Sargento, Los Barriles and Loreto. Larger projects anywhere in Baja California Sur on request.
